Setting – Caleb is granted Hebron for his inheritance, based upon the promise from Moses.
Content – The tribe of Joshua split into two tribes (v. 4), “The tribe of Joseph had become two separate tribes-Manasseh and Ephraim.” Caleb was from the tribe of Joshua and requested that he be granted the hill country of Hebron (v. 12 NLT), “So I'm asking you to give me the hill country that the Lord promised me. You will remember that as scouts we found the Anakites living there in great, walled cities. But if the Lord is with me, I will drive them out of the land, just as the Lord said.” Hebron still belonged to Caleb’s decedents (v. 14 NLT), “Hebron still belongs to the descendants of Caleb son of Jephunneh the Kenizzite because he wholeheartedly followed the Lord, the God of Israel.”
Application – We see a whole chapter decided to Caleb in that, Moses gives him a promise for an inheritance and the land remained with his decedents (v. 14) “…because he wholeheartedly followed the Lord, the God of Israel.”
We see that not only was Caleb blessed, but his decedents after him due to his faithfulness. This is also seen later with king David. God blesses those that are faithful to Him. This isn’t rocket-science; God blesses the faithful and disciplines the unfaithful.
