Setting - Moses recaps the event at Horeb, where God speaks to the people from the fire.
Content - Moses repeats the Ten Commandments to the people and recaps the interaction of God with the people at Horeb. God made a His covenant at Horeb with those that were to posses the Promise Land and not their fathers (v. 3). Moses had the leads come close to the fire, but the leaders stated (v 25), "Now then why should we die? For this great fire will consume us; if we hear the voice of the Lord our God any longer, then we shall die" They had a great fear of God when God showed Himself. They fully understood that God is an all-consuming fire as well as that you don’t speak to God and live to tell about it. Verse 29 summarizes God intent (NLT), "Oh, that they would always have hearts like this, that they might fear me and obey all my commands! If they did, they and their descendants would prosper forever."
Application - God is plainly stating that following His commandments will provide prosperity. This is not to say that we follow them in order to be prosperous, but that we fear God and love His commandments, and then He will bless us. It all starts with God as the first commandment states (v.7), "You shall have no other gods before Me", because (v. 9), "...for I, the Lord your God, am a jealous God..."
God desires us. If we step back to think about it, are lives are condemned from the start. So little can be done to for us to help ourselves, it’s now in the hands of God as what to do with us. The central point that God is making is for us to love Him and He desires to bless us. God is jealous of us. He wants our attention. God is in love with His creation. He wants to bless us. He wants the best for us; no different than a loving parents wants their children to grow and to make the right decisions. We want them to make the right decisions because we know that the wrong ones lead to disappear.
The bottom line is that our Creator loves us.
